The other night in the Phillies Marlins game a ball was "lodged" but visible under the outfield mat. Jeff conine made no attempt to retrieve the ball he raised his hand while the batter runner circled the bases. A similar thing happened a few innings before and Pierre the centerfielder reached and got the ball and threw it back to the infield and it was still in play. The problem is there was no groundrule to cover it. Conine made no attempt to get the ball he just raised his hand. Phillies protest. Denied.

There's no ground rule, because it's a book rule. If the ball is visible, it's in play. If the fielder reaches in for the ball, it's in play. It's the same with the ivy on Wrigley Field's bleacher walls.
