The problem I see is that there doesn't seem to be any punishment for these criminals. You get the feeling that mlb will forgive all sins and start anew with the premise of future testing.

Whoever wants to know the heart and mind of America had better learn baseball, the rules and realities of the game—and do it by watching first some high-school or small-town teams.
