Question about who would be the winning pitcher.
Pitcher #1 goes 7 innings, giving up 1 unearned run. Game tied at 1-1 at the end of 7. At the top of the 8th, we go ahead 3-1. Bottom of the 8th, pitcher #2 comes in and holds them to end the game. Does pitcher #1 get the win and #2 the save? Or does #2 get the win?

Yes, # 1 gets the win, # 2 the save. # 1 is considered the pitcher of record at the time the winning team went ahead to stay, and as a starter has also gone beyond the half-way point of the game.

If # 1 had gone 6 2/3 and # 2 had finished the 7th and then the 8th, # 2 would have been the pitcher of record at the time you took the lead, so in that different situation # 2 would get the "W", no save involved.
