The Maryland public school athletic association says

"1. From the start of the fall sports season as defined in Regulation .03, to the last state championship game of the spring season, the outside teams roster does not exceed 80% of the returning players of what would constitute a starting lineup in that sport OR a modified version thereof. i.e., 7-on-7 football, 3-on-3 basketball, indoor soccer, indoor lacrosse, etc.

SPORT STARTING LINE UP LIMIT Baseball ................................................9 ..........................7"

 

Can anyone shed light on what in the world they are saying? Are the saying that if you have 9 returning starters you have to cut two in order to field the team?...I am totally lost and any help is appreciated

.04G(1) “Member schools and coaches of member schools shall confine all organized

or formal practice for a contestant or a team to the seasonal limitations as defined

in Regulation .03.” For baseball March 1, through the last playoff game of the season.

 

Interpretation: Any individual, group, or team gathering that has assembled outside the scheduled season for the purpose of instruction and is under the direction of any member of the school coaching staff would constitute a violation.

 

I am glad I am not the only one who doesn't instantly understand them...

Looks to me like it's saying what others have said, referring to an "outside" team.  And it only applies during the school year.  This rule does not sound like it's talking about any "summer" activities.  So, if a coach wanted to have a fall travel baseball team for instance, and that team had 9 returning starters from the HS team, two of them could not play on that fall team.
