We played a team this past weekend and a couple of kids were putting the glove up to the mouth while in both the stretch and the windup.  You could see their jaw moving while the glove was up at the mouth.  We could not tell if they were spitting on the ball or not. Not that a spitter is going to make much of a difference at 14u, but its still illegal.   It was a misty day so the balls were already a little wet so asking the ump to take a look at the ball after a pitch was not an option.  If I could prove they were spitting on the ball I would have made an issue of it, but I had no actual proof.  So here is my question...

 

This morning I looked up the definition of the set position and I now know that the glove must be below the chin.  Does this mean the entire glove or only part of it?  Also when in the windup is it legal to bring the mitt up to the mouth and cover the mouth completely?

Exactly....without an Official Interpretation, then the heel of the glove "at or below" the chin leaves a great deal over the chin.....

 

Hopefully MST, Jimmy or Dash has some historical perspective/rational of why this is a FED rule.....in the HS umpiring community, the rule is known, but seldom if ever enforced..... since ball gloves are almost a foot long, I know that I have not ever nor have I ever seen it enforced..........

 

  

Once upon a time, the rule was the ball had to be below his chin, There was a movement to get rid of the rule because it made no sense. The logic to get it changed was you couldn't tell where the ball was in the glove. In Fed's infinite wisdom they agreed but instead of doing away with the rule they changed it to some part of the glove.  The logic behind the whole rule is it gives the pitcher an advantage on a move to first.

Note that it only applies in the set position and there is no restriction in the windup position.

Yes, there is. He can't come to a stop with his glove anywhere.

Yes, there is. He can't come to a stop with his glove anywhere.

yes he can stop with the glove if he either takes the rubber with one hand in front he can move the other to join and then stop or he can take the rubber with the hands apart and them move only one to the front and stop.

 

Its only if both hands are moving together that commits him to pitch in HS.
