With that kind of size he needs to be swinging nothing below a drop 5 and use a drop 3 as much in practice as he can.

My son is 4'9 70lbs at 10yrs old and he swings either a 30/22 or a 31/23 and controls both bats very well and uses both those bats in the cages to hit off an 85mph machine.

As one poster mentioned next year he will be using a -3 in high school. Its a HUGH jump from a -8 to a -3 so I would try to get him as use to it as possible before next yr gets here.
Philosphies vary on desireable bat weight as a function of player age and size. Here's a story which shows what some pretty good players actually did at 13. USA Baseball started to have a 14U National team in 2007, and the selection process started in fall 2006, with a series of tournaments. The team I am most familiar with had all 13 year old players, and many swung light bats (-7 to -9). When it turned out that a poorly phrased tournament rule actually meant that players needed to use -5 or heavier bats, an emergency shopping trip was needed to get bats for the team. Four of those players were selected to go to Guatemala.

The point is that players who were not small (or even medium size) for their age, and who are talented and skilled, preferred much lighter than -3 bats for use in games at 13. They were all quite able to get ready for high school ball.
