Is it common to have Frosh and JV players called up to play in higher level double-headers? Specifically, we had a rain out of JV and Varsity games so they are doing double-headers on the same day. Would some JV be called up for Varsity and some Frosh called up for JV? Especially if they are pitchers and can play all position well?

In our area is very, very common for teams to be fluid like that. There is a state rule about games played in a season, so that's the only caveat.
That's helpful, thank you! After looking at the WAII rulebook (Washington State) there are a couple of game limitations;
So even if they get "called up", but don't start the game, and come in as a sub or relief pitcher, and don't go past 2 innings, then it wouldn't count as an official game for that player.

I would say it's pretty common unless you're at one of those powerhouse programs with rosters 30 deep and multiple POs.
Mine was on the freshman team but pitched varsity. On double header days/tournaments he would skip the lower level game
We are 5a and they do not do callups unless there is an injury or something
