There is a minimum number at bats to qualify (think its 40, not sure) and they will move guys around, ss/ut/etc. So a guy you want as 2nd might end up with UT. Depends on how the coaches work it out.
I believe its the same generally everywhere, horse trading based on each players efforts and stats. Why would anyone assume different? The higher the quality district they would probably pay closer attention to the stats and who is keeping the book(Daddy/Mom/assistant coach). The higher quality districts generally have top players well known and represented by the players stats, reputation and summer team. This is easier in the eastern, but I would believe a tougher call in the south eastern and beach. The competition is more keen and the mass of players closer by stats. On a different note I do think those that make these decisions should pay closer attention to the seniors as they are short timing and college scouts probably care very little about accolades and more about stop-watches and scouting reports from trusted associates.Definitely not some dad blowing up their e-mail.Not sure about " staring" catcher, maybe you meant starting. Wink
