"unofficial" rule changes for 2015:

1) birthdate is still January 1st.

2) non-high school players who did not play
    as seniors can still play as long as they played
    legion in the last couple of years - proven by
    being registered on the national website.

3) while someone who breaks the Dual Participation
    Rule during the State/National Tournament will
    still be ineligible, their team will no longer be
    penalized (unless they committed "fraud").

4) still no minimum commitment to regular season
     team in order to play in the State/National
     tournament.
