INTERFERENCE
(a) Offensive interference is an act by the team at bat which interferes with, obstructs, impedes, hinders or confusesany fielder attempting to make a play.

Is he safe? Maybe. Notice "any fielder". So a ball passing one fielder does not mean another fielder doesn't get a shot at it.

Ex. R1, ground ball right at him, he freezes, F3 playing in for the bunt, dives to his right but can't get to the GB. It "passes" F3 hits R1. If, F4 was anywhere near having a shot at the ball, int. If F4 had no chance, play on. If F3 deflects it play on.

I can't think of any rule set where it's different.
OBR is very different. The runner has to avoid being hit. The only time the runner is NOT out is when he is directly behind the fielder, and the ball passes through or by that fielder (in other words, the runner was screened from seeing the ball). All other times, the runner is out, and the only base award is 1st for the batter (single). Other runners return unless forced by the batter.

In practice, FED still follows the string theory. In practice, OBR, as dash has written, consideration in given to the opporutnity of other fieldrs to the point that it is expected a runner will not allow himself to be hit by a ball unless it passes through the fielder. Pro schools teach that even the outfielder is allowed a play on the ball.

It's not written well, but that's not what it says. The runner hit by the ball is out (7.09k), and not affected by the rule you cite. The batter would be awarded 1st (single), and any runner forced by the batter's award would get the next base (after you take the "hit" runner off the bases).
