The Mitchell Report and the Clemens/ Congress hearings was dumb as hell. They already knew they had a big problem, 1 in 7 MLB players tested postive for steriods a test they knew was coming and many tried to mask the test. So the number is likley much higher, even higher if you include HGH.

What MLB should have done, PUT Olympic style testing in place and Olympic punishment for those who fail the test. But apparently this makes too much sense for BUD Mr former used car salesman to understand.

MLb had big problem with gambling. They got rid of it fast, by very harsh punishment.
