It's not uncommon for a D2 school to wait until much farther along in the signing calendar. There is so much than can happen and they may be able to scoop someone up last minute that didn't end up going D1, etc.

But they are also probably trying to gauge your son's interest. If he hasn't contacted them, they are probably thinking he's really not interested in their program. If he is interested, he should definitely call them!

Doesn't really sound like they are too interested, but you should advise your son to always follow up any request received or sent. It shows that he is interested plus you never know where it could lead.
