An appeal is a request for a ruling on a play or a rule interpretation from an umpire.

NFHS rule 10-1-4
Any Umpires decision which involves judgment, such as whether a hit is fair or foul, whether a pitch is a ball or strike, or whether a runner is safe or out is final.. But if there is any doubt about a decision made being in conflict of the rules, the coach or captain may ask that the correct ruling be made.

So you can appeal any play or ruling that does not involve Umpire judgment. So you can not appeal fair/foul, out/safe, balls and strikes with one exception , balks...ect..

The only exception here is the appeal of a checked swing on a ball call..

NFHS rules make it easy to appeal a call...

NFHS Rule 8-2-6

Live Ball- in all games an appeal can be made during a live ball by any fielder in possession of the ball touching the base missed or left too soon, or by tagging the runner committing the violation if he is still on the field.

Dead Ball- The dead ball appeal may be made by a coach or any defensive player with or without the ball..

This is a bigger subject that this answer can cover, but this should cover your basic question.

Hope this helps.
