High school game
Fly ball to right center, caught. Runners on first and second. Runner on second holds the bag to tag, runner on first goes halfway. After the ball is caught, runner on second goes to third, runner inbetween first and second goes to second. Doesn't go back to tag. The throw goes to the cutoff then to the pitcher. Teammates and coaches are telling the pitcher to appeal, so the pitcher takes the rubber and steps off, but doesn't throw over to first. Repeats these actions again. Finally the coach calls time, granted, then walks to the mound to instruct the pitcher what to do. My question is , once time is granted is the play over and therefore have no right to appeal the play? Curious minds want to know.

Under high school rules thereare 2 types of appeal live ball and dead ball.
Live ball appeal can only be made by the player.
All he would have to do is notify the ump that the runner on 2nd did not tagged and then either touch 1st or throw the ball over to 1st.

Dead ball appeal, palyer or coach can inform the ump that the runner did not tag, and then the ump can make the call.

There is no need for the pitch to go back to the pitcher mopund, step off, etc., etc., etc.
In HS it is as Pirate Fan says. In any other code you may take the ball to the mound but you don't have to. The only time you do is if time is called before you can appeal. If you do take it to the mound you still don't have to step off. You can simply step to the base and throw. Be careful doing any appeal from the mound because a balk will negate the appeal.
