I have seen some websites that have "scout" teams as young as 14U. Can anyone explain or provide feedback on this type of program. I believe most of these programs operate in the Fall for a breif period and usually meet/train/play one day a week.

Is this common is other states/cities? Are they expensive?

Arizona has five scout teams that I am aware of in the Phoenix area (Rays, Diamondbacks, Royals, Angels, Dodgers) and perhaps one in Tucson. These teams are almost exclusively comprised of seniors and juniors with a few sophomores. Cost for the most part is minimal. They play each other or some of the local junior colleges.
I think the White Sox are starting a team this year as well.

My son played for the Royals last season as an incoming Freshman, but this is pretty unusual.

The Angels are starting to reach into the lower age groups (I think they have 12U) to identify talented young players.

Instruction is usually top notch. For the Jr & Sr in HS, its an opportunity to play in front of scouts and JC coaches in the area on Sundays. Season usually runs from Labor Day to mid-November.

If you have the chance to do it, I would recommend trying it. My son pitched to a JC team before he ever pitched in an official HS game. Great confidence builder. He pitched to a stud from our rival HS who graduated two years before last year's senior class. They tried to intimadate, but how do you follow that (of course he gave up a 2R single to the college sophomore for his only runs allowed all fall).

I think the Angels have teams in Tucson.
