Any school can offer academic money and bundle it with athletic money, but for some schools, the academic awards don't happen in time for the early signing period and, of course, the academic award cannot appear on the NLI.

Of course, the student must qualify for academic money according to the NCAA, or it will be counted against the athletic money by them.

To qualify (old method):
Top 10% of class
3.5 GPA
1200 SATs (old method, without the writing test).

It's probably changed by now, seems to be tweaked annually. Best place to check is on the NCAA website for the current rules.

Not a rule.

Two scenarios are possible.

1. His school doesn't offerr baseball scholarships or is not fully funded (not uncommon) for baseball scholarships, so he can't give out any/as many.

2. His school does not offer much in the way of academic scholarships for athletes.
The scenarios do differ in large part due to how many baseball scholarships the DI funds. For example, if a school only funds nine baseball scholarships, they may loose out on some players because of monies. If they can pick up players that they want who may be able to qualify for academic money, they don't care if it counts against their 11.7 as long as they stay under that. It's helping them out by a backdoor method and getting dollars from other places. As H3 pointed out, there is a formula for figuring out if it counts or not in the first place.

The above depends on what school the coach comes from.
Some D1 programs DO NOT offer any athletic dollars, some schools do not offer ANY academic dollars.

The D1 rule is that the minimum has to be 25% for a certain number of players. It does not specify in what type of money it has to be.
Is it possibly a state school that gives awards for academics?

How do you know that the school does not give out academic scholarships?

Did the coach tell you that?

Coaches now have to be more creative than ever in giving scholarships, don't assume unless he has told you this himself.
