Working a 13/u game under federation rules. This situation arose that I've never seen. Runner on first, as the Pitcher goes into wind-up, runner breaks for second, safe by a mile, I give the safe signal and vocalize also. As I am following the ball back to the pitcher, out of the corner of my eye I see the runner whom I just called safe , walking back to first. Time had not been called. Pitcher was on the mound with the ball totally bewildered by what he sees.

Then it happens, 1st base coach is yelling to the runner get on the bag (1st base), defensive coach is yelling throw the ball get him out.  Play at first was close but I had him safe, And that's how I left it, No complaints.

But looking through the rule book that eve. nothing clearly defined the situation .the only thing close was rule8-4-2p Any runner after at least touching first base. who leaves the baseline, obviously abandoning his effort to touch the next base is out.

Can this rule be interprated to cover this situation.

No. Abandonment only occurs when a runner leaves the baseline towards his defensive position or dugout.

What you have here is a player not paying attention. The only time you get an out for a player running the bases in reverse is if it is intentionally done. A player thinking he is out or liable to be put out is not illegally running the bases in reverse.
