Well, the ump can't do anything about the fan's, although he could approach the coach about it if it was taking place in some repetitious manner. No guarantee of getting any help with it though.

The coach doing it is a different matter.
NFHS (Fed) Rule 3-3 Bench and Field Conduct.
Art. 1...A coach, player, substitute, attendant or other bench personnel shall not:
(o.) call "Time" or use any command or commit any act for the purpose of causing a balk.
PENALTY: The umpire shall eject the offender from the game.

And if you're playing under MLB rules, 4.06 reads pretty much the same. There's also the catch-all rule about unsportsmanlike conduct.

It bothers me that teams stoop so low as to pull junk like that. I'm still trying to figure out how to get an umpire to do anything about it though. One time a team's entire bench was screaming at the top of their lungs just as our pitcher was in his motion, ump just told me that so far it hasn't caused a balk and all he'd do was to cancel out a balk call if our pitcher did balk when they screamed. (With that reasoning the only way one could be prosecuted for intent to commit murder would be to actually murder someone.)

Would it be more productive to ask the ump if he considers that action to be unsportsmanlike?
