While pitcher is getting sign from catcher with foot on the rubber, he gets the sign and starts to raise his head but then shakes the catcher off and looks to catcher for another sign. The pitcher them goes to his set (stop) position to deliver the pitch. There is a man on third with two out. The umpire rules a balk and the runner scores. Correct call or not? thanks.

He is leaning in facing the catcher to get the sign. After getting the sign, he starts to raise up to go to his set(stop] position but then shakes the catcher off and leans in toward the catcher to get another sign. He shakes the catcher off by nodding his head back and forth as you would if you were telling someone no. The ump called a balk because he said he could not raise up and then go back down while getting the signs from the catcher.
