Well, some are of the thought that IIITBTO2B(It Is Impossible To Balk To an Occupied 2B).

Their rationale is "You are not balking to 2B, you are balking to another base" when certain things occur.

Basically, 2B gives a lot more freedom than the other ones. It takes a little more to get a balk called with a move to 2B. Other bases are a little more restrictive. Dropping the ball is not a balk to a base so that one doesn't even apply.

By not stepping toward the base before the throw/feint/drop.
