The pitcher for DR was on mound with a foot on each side of the rubber when the hidden ball trick was pulled. After much discussion, it was ruled an out. I'm looking for video replay.
I'm not sure what rules the Pan Am Games play by so that may help.

If OBR or NFHS, this is definitely a balk. 6:2:5 "It is also a balk if...if he places his feet on or astride the pitchers plate or positions himself within appx. 5 feet oft he pitchers plate without having the ball"
NewUmpire gives the NFHS ruling.
The OBR ruling is just "on or astride"
NCAA is "on the dirt"
No idea why it wasn't a balk in the game, as described
