With a runner on 2nd, pitching from the stretch, coming set, my pitcher brings up his free leg to a balance position, holds this position and spins clockwise to 2nd base and picks off the runner. The opposing coach argued that is was a "balk" due to my pitcher "pausing" with his free leg. He said he was not allowed to desceive the runner by holding this position. Can someone clarify this for me?

This happened in a 10U select tournament.

Balk. A pitcher cannot pause in a motion to a base or to pitch.
