Runner on first. Pitcher straddles the mound ball and hand in glove at waist. Pitcher steps on the mound, takes his sign and brings front leg back and hands to his chest. Called for double set and balk. Is this the correct call?

Yes. Once he stepped on the rubber (I assume you mean rubber when you say mound) with his hands together and stopped, he became set. Now he has 3 choices: deliver a pitch, step and throw to 1st base, or disengage the rubber.
