Never does the offense get a choice on a balk.  It's either enforced or ignored, by rule.

 

As Swampboy says, in HS rules, the balk makes the ball immediately dead.  Any subsequent throw/pitch "doesn't happen" and all runners are awarded a base.

 

In NCAA and OBR, if the balk is immediately followed by a wild throw or a pitch that's hit and all runners (including the batter-runner, if it was a pitch resulting in the batter becoming a runner) advance one base, the balk is ignored.  If they all don't advance, the balk is enforced.  If the throw / pitch is caught, then the ball becomes dead and enforce the balk.

 

So, R1.  Balk followed by pitch that's hit.  R1 is thrown out trying for third.  BR stays at first.  Ruling:  Ignore the balk.  The out stands.

 

R1, stealing.  Balk followed by pitch that's hit - a swinging bunt that F5 charges and fields and throws BR out at first.  R1 continues to third on the play.  Ruling:  Enforce the balk.  R1 to second; BR back to bat with the same count as before
