Balk to third base

Was at a game tonight, third base occupied. Pitcher working from the stretch, comes set and as he attempts pick off at third, runner breaks for plate. Pitcher holds throw and runs at runner. Umpire calls balk for not stepping toward third before running at runner.

Is this the correct call? thanks

What do you mean by "attempts to PO runner at 3B"?

If he attempted/started a PO attempt then he had to have stepped towards 3B.
If blue says he didn't step to 3rd then it wasn't a PO attempt, so which was it?

If F1 truly feinted toward third, from the rubber, he needs to step. If there was no feint from the rubber, but he chased down the runner, he needs to legally disengage.

Had to see it, I guess.
