Although the VHSL rules clinic info is not available yet.  I just wanted to point out to everyone that in 2014 I believe legal and illegal positions were discussed.  However it was my experience that umps did not consistently enforce these rules.  I know there were several instances of problems when VA teams traveled to other states, in particular West VA where it was apparantly a big deal.

 

Please read the rule and find a diagram of legal positions.

 

The biggest issues I see:

 

1) From the windup, pitchers are standing at about a 45' angle with pivot foot on rubber and non pivot foot at a 45' angle in front of the rubber.  (Please note: some umpires are calling balks because of the 45' angle, which is incorrect.  The balk in this situation is because the non pivot foot must be on or behind imaginary line extending to the left and right of the front of the rubber)  Also note: the non pivot foot does not have to be on the base.  That is obvious but we did have an umpire call that a balk last year.

 

2)  From the set position pitchers are allowing part of their pivot foot to be outside of the base.  That is a balk.  The ENTIRE pivot foot must be in front of the rubber.   This is an issue because pitcher try to be to the right or left of the rubber.

 

This rule is different than mlb and possibly college. Which is where the confusion comes.
