What are thought on tipping towards the pitcher as part of pre-launch?

IMO its good.

What's the best way to train this?

Im not sure if there is a best way. One cue that I have used that has got results from some of my students is to tip the bat toward the pitcher during your load without using your wrist to do so. I will also use throwing a punch as an example, and load them into different punching positions and see what feels more powerful to them, while encouraging them to hide this punch from the pitcher. A players aptitude will dictate how I describe this "tip n' rip" (a registered trademark of clan McMillan Wink), and load.

I feel that how the tip works in relation to the running start, along with the rear elbow loading is significant.

At Mike Epstein Hitting, we call this "winding the rubberband"... where the hitter puts himself/herself in a good position to create torque. If, however, a particular hitter winds to much and is consistently late getting to the launch position then the wind must be tempered. Not all hitters can get away with the same amount of winding the rubber band.
