Ump called it a foul ball. Left handed Batter hit a chopper that went up in the air and came down and hit him in the foot as he was running to first in foul territory. It was the bottom of the foot that was behind him as he was running. No way he saw the ball.

Was this the right call and would it make any difference if he was in fair territory? It was a HS game.

Exactly. Sounds in this case that the batter-runner got lucky it was in foul.
