Our team was batting when our hitter decided to ask for time and stepped out of the box. The pitcher had just started his motion and went to throw the ball but, kept it in his hand instead. The umpire said our batter induced a balk. Although I agreed with him that he stepped out and wasn't granted time the pitcher still should have thrown the ball. Yes it could have earned a strike on the call if he had thrown it but he didn't. Shouldn't the pitcher deliver the ball? The ump didn't give the time but, the pitcher never threw it either.
Has anyone heard of this or had it happen to them.

The batter can't do anything to cause or induce a balk so a balk should not have been called. If the batter steps out of the batters box with one foot and the pitcher delivers the ball a strike will be called regardless of whether it's in the strike zone or not. By rule if he steps out with both feet and the pitcher delivers the ball then two stikes may be called, the other for delay. If the pitcher doesn't deliver the ball the batter gets a strike for delay. NFHS 6-2-4 note You seldom see the delay rule applied.

I guess that's what he final called but, just didn't know it, blew me away when it happen and heard the call. Just so happen nothing went very well that day so I just learned and then explained to the boys who were just as confused as I was.
