Only with two out. With less than two out, the runner is out. 7.08g.

The operative word here is 'stepped off'.

He is no longer a pitcher at this point but is a fielder. He then has the right to throw home to get the runner out.

Even though the results would be the same, I would not apply 7.08g. I would apply 7.11. Once F1 stepped off, to me, there is no batter anymore. I'd treat it the same as if F5 threw the ball home on this play. Now, he is an offensive teammate who interfered with a thrown ball. So, even if there were 2 outs, R3 is still the only one out.

A batter is a batter. An offensive teammate is neither batter nor runner.

Agreed. Pitching stepping off does not change the status of the batter.
