Provided that Kansas plays by the National Federation of High School rules like 47 other states, no.
But, never the less, in my opinion, umpires should keep players away from the baseline and the dirt around the plate until the runner scores.
If an umpire was to call him out would be crazy. It would not in the spirit of the game. It has no bearing what so ever on the game.

No, never, not in any circumstance........under any rule set...
