Why is it that the home plate ump does not enforce the rule for the batter to stay in the box?

The first thing you see is batters wiping out the line next to the plate. Then the batters are standing "almost" on top of the plate and an inside pitch that could be called a strike actually hits the batter. On one instance I recently saw a ball that barely brushed the batters shirt when he stuck his chest out could have been a strike!

Then on another instance the batters foot was completely behind the back line in anticipation of a fastball.

The umps seem oblivious of this?

I've noticed the same thing. Some hitters will set up with their back fot either behind the plate or well outside the box. Interesting that the rules say the hitter has to be completely inside the confines of the box not on the lines but inside them.

This seems to be an attempt to intimidate the pitcher into throwing away. You can't throw a stike the hitter can't reach away and if you throw inside, the hitter jumps back as if your head hunting.

I'd just like to see everyone do their job. Umpires tell hitters to get in the box, catchers to call for pitches in and pitchers to throw to the glove without worrying about hitting someone.
