Yesterday, as the PU in a game in a 15-17 year old league, a batter stood in the box in a most unusual way. Difficult to describe, but: Right foot flat, in front, right toe pointing to the plate; Left leg FULLY EXTENDED behind him - to the point that only the tip of his toes were touching the dirt - outside of the batter's box.

Rule 6.03 states: The batter's legal position shall be with both feet within the batter's box. Two questions:

1. Do the batters feet have to be inside the box BEFORE the pitcher releases the ball, or do his feet have to be within the box while in the act of swinging/taking the pitch?

2. No penalty is cited in the book. As a PU, what do you do?
