Batting gloves usually are black, white or grey and contrast with the glove. This could confuse the batter during the pitcher’s delivery. Every case that I've seen when the umpire had the pitcher remove batting gloves and/or tape I felt he did it because it violated one or more of the following rules:
The pitcher's glove shall be uniform in color, including all stitching, lacing and webbing.
The pitcher's glove may not be white or gray.
No pitcher shall attach to his glove any foreign material of a color different from the glove.
No player shall attach to his uniform tape or other material of a different color from his uniform.
No part of the uniform shall include a pattern that imitates or suggests the shape of a baseball.

Maybe someone can find a rule that specifically prohibits a pitcher from wearing a batting glove under his glove.

Yes there is a rule but it wont give you much satisfaction since the umpire has the sole authority to determine if an item is distracting.

NFHS Rule 6 Section 1 Article 2 F

Illegal acts by a pitcher include:

F. Wearing any items on the hands, wrists or arms that may be distracting to the batter

Penalty:

The umpire has sole authority to judge whether or not an item is distracting and shall have that item removed.

So what does this mean?.....It means that a manager complains about the pitchers batting glove as being distracting to his hitters. I would then determine if it was, in my opinion, distracting to a hitter. If I felt it was I would order the removal of the glove. If not, then its play on.......
