Can a JUCO offer more than 24 scholarships?

I understand that they can only turn in 24 NLI but can more than 24 players get athletic money? Just curious how 24 names can show up on the NJCAA site and the school is still recruiting and talking money.

Some JUCO's split their scholarships into two classifications. A Full Scholarship would include Tuition, money for booksa stipend for food and housing. A Half Scholarship will include Tuition only.
