Are there set times for chat? I never seem to go there when anyone else is there.

Right now we don't have specific times for chat sessions. In the past, Sunday night has been a common time when a member will often announce a chat session, especially during the season - folks are back from weekend tourneys, still interested in talking baseball, or recruiting, or any other topic.
Any member is welcome to post in this column at any time saying "Who wants to chat, I'm there now", "Drop by, I'll be there about 8:00 pm", or whatever works for you. Sometimes you'll get some company, sometimes you won't, but feel free to "go for it" any time!
