Saw a game with a left handed batter did a check swing. Home plate umpire asked the umpire at 1b and he said he went and batter was thus called out.
Is this correct? Does the umpire at 1b have that call?

yes, he is required to give an answer....
If the home plate umpire allows an appeal on the checked swing and goes to his base partner, that umpire is to give a ruling..."yes, he went" or "No he didnt"...
The base Umpire is to base his call on what he saw regardless of his location on the field....

He has the call if there are only two Umpires and the plate Ump asks him.
There was no mention of how many Umps there were.
Checking a LH batter to the umpire on the RF line is less than ideal but he can give you a look. Generally if you pick the bat up then it's swing. If not then safe it.
You can see a swing from anywhere. In fact, it's much easier than a coach seeing the location a pitch from the dugout.
