Junior year is early but not uncommon.
Your applications sits for a long time since they focus on senior applications in any event.
You are not official until you complete your senior year and final HS grades are sent.
So, doing it now just puts your application at the top of the list they will process next year.

For what it's worth, I've heard many coaches ask if the athlete was registered during the recruiting process during Junior year.
JR year is good and you will have your Act / Sat scores on file . You can check your certification and see what you still need to do.
the drawback is it takes a LLLLLLOOOOOOOONNNNNNNNNNGGGGGGGG time before anything is posted.
