The above article from BA shows that every year there are coaching changes and each school, team, players and community is confused until a new head coach is named.
Each student (ballplayer) must remember that when you sign a scholarship, you sign with the school, NOT the coach. The scholarship is offered by the coach, but accepted by the player and the college.
2005's, no effort is wasted when doing research.
You can sign a NLI from a school that's had great stability for 20 years, and then in one year be without a coach or be with is new coach. That's life.
As the scholarships are with the school, players must get approval from the AD to be released from the scholarship. In the times of coaching changes, the AD will not release any players, until a new coach is hired and then he approves the release. So, most of the time, the new coach works with what he has, and adds on new players (if the program has scholarships avail)
Bottom line, look for a college that fits your academic needs, and a college that fits your baseball needs. With enough research, you will know when you have made a match.
