What exactly does this represent? Is it just a ranking of all the Baseball teams in that specific division? Also, when is it released? I know BCS rankings for college football are updated each Monday, but how about RPI?

I am not sure how often the official NCAA RPI for baseball comes out, but you can follow Boyd Nation week to week for D1, he comes pretty close to the official RPI and updates them after each season. It's basically a formula that awards points for who you played, who they played, who beat who, etc. to help determine the NCAA field as to who gets home field advantage and the top 8 seeds.

The most user friendly is Warren Nolan.
It measures relative strength. Warren Nolan updates daily, although it really doesn't start to mean anything until after about week 4.
