Did/Does your son's college baseball program have any off the field dress code rules? What were they? Anything specific on road trips or home game days?

They didn't seem to, although they provided travel sweats for road trips and a nice polo for any occasion when they were going to something with alumni.
Ours have different ones according to where they are going and agenda for the day. Ours had to dress a certain way if they were flying commercial planes or going certain places but usually they let them dress casually for all trips.
It's khaki's and their team polos for all flights and they have other logo issued wear for other events.
As I recall, while travelling it was khakis and polo shirts (tucked in), and no open toed shoes.
Ours have to wear collared school shirts to any sponsored event and wear jackets and pants on travel to and from for away games.
My advice is to invest in some neat casual shoes that he'll actually wear, and a belt that matches. There won't be too many events to which he'll need to wear them, but he'll be way ahead of the game if he has those.
Khakis and brown loafers will match almost any team polo shirt provided.

what is the dress code for parents?

I recommend the proud baseball parent team wear with your kid's name on the back and a fathead sign of him to wave from the stands during games.
