A good offer is what is to be perceived by each individual player. 25% (minimum) may be not enough for one player, but more than enough for another. It may be all baseball, part baseball or no baseball, or could be nothing ( recruited walk on). The offer also depends on who is giving it and how he views the player's talent and contribution to the team.
I hear top prospect catchers can receive up to 35% at most large programs, depending on their tools. A catcher who can play other positions will be worth more, but not necesarrily to the larger programs. For some reasons, people think the larger the program teh larger the scholarship, not true.
