College recruit forms

My son and I are starting to look at different college web pages and have noticed recruiting forms.Could someone explain when and if you should fill them out..

Start of Jr year is probably a good time, maybe the summer of rising Jr. Fill it out if your son is interested in the program. I am not sure, but I believe my son always sent an email to the recruiting coach when he filled one out.

Start of the Junior year I would send a brief email with a brief skill video (2min at most) to RC and/or HC. If coach(s) is interested then they will ask you to fill one out.

So if you fill out the recruitment forms can you say that your son is being recruited by the college?
