Do the JC coaches also have to wait until July 1 after the junior year to call a player?

I am not sure if there are any limits to when a Ca JC coach can intiare a call or visit a player in his recruiting area. However I would suspenct most coaches spend most of their time on seniors they know aren't going to a four year school.
