My two cents.....In addition to what has been posted, you must factor in the value of other CIF recruits (high school and JUCO) they are considering for their program and style of play. THere may also be some academic considerations for this particular school. The coaches have a tough job weighing all these factors. Which leads me to jemaz's and dano07's statement that 25% is a great offer for a CIF. When you look at all the recruiting factors, the coach is usually the one holding all the cards.

Truthfully, I wouldn't be too concerned with the money as I would the playing time and fit. Never underestimate academic and athletic fit. For example: If your son thinks he can earn a starting spot as an underclassmen with a 25% scholarship, is that worth more than sitting with a 35% scholly? Please don't get hung up on the scholly %.

It's my understanding that D-II schools have 9 scholarships but there is no minimum, so they can give as little or as much as they like.

While D-I has a 35-man roster max (with 27 receiving some $$), I haven't seen a max listed for D-II. It seems that we mostly see a 31-man roster at the ones 2013 has considered.

Depends on the school. I have seen it work and I have seen it not work. The more competitive the program, in general, the lower the offers, including down to 0. This is more true of in-state players dealing with in-state public universities where the in-state tuition is viewed as something of a scholarship.
