It was just announced that NCAA D1 and D2 have extended the recruiting Dead Period through May 31 (that's for all sports). 

While it wasn't specifically stated, don't be surprised if they also announce that no new NLI's or scholarship agreements can be offered during this extended period.

Saw where one kid showed a picture on twitter of him and the P5 coach of a school that offered this week.  It went down very quickly.  I wonder if he was on campus or it was a previously taken picture.  I'm guessing maybe he was on campus since it did not stay up long or it was older but had the appearance of evil.  I listened to an interview where they said there was complaints made in the 100's of illegal recruiting during this time.  The NCAA guy said they were taking these very seriously and warnings were given and some schools would receive reprimands in the near future.  Did not say which sports but I'm guessing a little of everything.

So what you are saying is that possibly the offer sheet can't be completed and emailed or texted and no NLI's can be signed...verbal offers are still gonna be made and players are still gonna commit..to the degree that the payer can trust the coach an agreement can still be reached...not sure what impact this has except paperwork...or would this be a possible strategy to limit transfers..the later the next available signing window is pushed the more likely potential transfers are to stay put..

I agree with what you've stated.  Offers will still be made, and players will still commit.  But may be doing so without visiting the campus if they haven't visited already. 

Then as you stated, can the player and family trust the coach? - especially when athletic departments across the country are crunching their budget numbers and an AD might tell the coach "you can't offer any more scholarships than those who have already signed."

One of my (non-athletic) HS students raised that very point. May 1 is coming when schools want their deposit. This student got accepted into 2 of his top schools. He was hoping that he'd have a chance to pay them one more visit before making his decision, during the upcoming April break. Unfortunately for him and MANY others- that won't happen.

Many schools are offering extensive virtual tours. In some cases you do have to register for the “tour”. I have a high school Sr (non-athlete). My guess is the athletic facilities will not be part of the virtual tour. Maybe athletic departments should put something together for prospective student athletes?  

There are quite a few sites. I suggest googling Virtual College Tours. One has an app. One is giving  scholarship money away.

This is an article on it.  As I said in the post above, "I LISTENED" so there is not an article on it but it was on the local ESPN radio station which means "I LISTENED" to it where they had an NCAA person on speaking about how the dead period might affect some schools who were not obeying their wishes.  The article cited above says "In response to this, the NCAA has a message: cut it out. Just because college sports competition has ceased, the college sports investigators are not closing up shop."

He said I'm not saying there are over 100 schools involved but that there have been over 100 tips or complaints filed which could be multiple ones by the same school and in multiple sports.  This is not just baseball but all sports.

That's what you should do. I am sure there are plenty of programs breaking rules. But you clarified your statement.
