Correctable yes.
1. Mr. PU needs training, knowledge and experience.
2. BU gets a new partner.
3. File a protest/formal, ph: call to assignor, league. Tough love for this guy, he wouldn't be out there if he didn't want to do a good job, do what you can to see he get's the help he needs.
4. No need to get tossed or upset, HP umpire was hosed, except that and move on. His partner was probably having a heart attack as it was.
As far as on the field, no it can't be fixed to everybodies satisfaction.
If the play executed without regard to the errant call, it'd be nice to let the play stand as it occured. If that is indeed the "right" call.
By rule "foul" kills it and that's that.
By rule PU misapplied the rule, that is also that.
Kinda like the little dive I ate at the other night; the food was crummy, but at least it was cold too..
