Runner on second. Single up the middle. 1b is responsible for the cutoff. Is shortstop or 2b responsible for covering second and what decides which one?

Some people have the 2B take 2b and SS line up as a cut to 3b. I don't like that at all, but it's an option.
The 2B covering first can either cut down aggressive turns or make it possible to throw behind an aggressive turn if there's no play at the plate.
