Is anyone up to date on the current NCAA rules for transfers?

Long time ago, the one-year sit-out rule didn't used to apply to baseball.  Then it got applied to baseball, circa 2008-09.  But you could apply for a hardship waiver.

At some point, allowing transfers without the one-year sit out became more the norm than the exception.  I am not sure this is accurate, but I've been under the impression that a lot of that was motivated by the whole COVID period, and came along at the same time the 5th year of eligibility was given, etc.

My question is, where does this stand today?  Can a player who wants to transfer be confident that he won't have to sit out a year?  Or, with the passing of the pandemic emergency period, are we going to head back into the situation where sitting out is once again the norm for transfers?

Most sports have had the one-time transfer waiver for years, but baseball, FBS football and basketball just got it in the 2021-22 school year. I think that was in the works before covid. There's no reason to think it will go away any time soon. Transfers can be 100% confident that they won't have to sit out as long as they meet the requirements.
