I saw this on a D2 school site:

"The NCAA allows Division II institutions a maximum of 9 full scholarships. About 30% of our players receive some type of baseball scholarship money.  A baseball scholarship at our institution ranges from $500 to $2,500."

That being said, does it mean for D2 schools, if you don't get a grant, academic scholarship or some form of financial aid, then your "offer" to play there is basically an offer for a roster spot and you're paying basically full freight to attend and play there?

What it means is the same as what happens at D-I schools.  Scholarships get split up.  There are fewer of them at the D-II level.  A player may qualify for some academic money.  The amount will vary at every school depending upon the player's abilities, position and the needs of the school.  My daughter was the top recruit of that school's recruiting class so she received 60% which is high for a non pitcher.  She was gifted academically and so qualified for other monies.  She graduate as an Academic All American and two time All American.  We didn't have to pay much at all for her education.
